AI Governance Is Becoming an Institutional Function
Generative AI is pushing institutions to rethink how decision-making technologies are governed.
Universities have spent the past decade building data governance frameworks: committees, policies, and stewardship models designed to manage institutional data responsibly. Generative AI introduces a new layer of complexity. From the vantage point of a Chief Data Officer, these systems resemble neither traditional software nor conventional datasets. Instead they create a new category of institutional risk, one that sits somewhere between information governance, legal compliance, and operational decision-making.
Recent discussions about AI in higher education often focus on classroom use, research integrity, or student conduct. Yet the more consequential shift may be occurring quietly inside administrative operations. Staff and administrators increasingly use generative AI systems to explore policies, draft responses, evaluate options, or summarize information. In doing so they introduce a technology that participates in institutional reasoning without fitting neatly into existing governance structures.
Understanding how other sectors govern AI helps clarify the institutional transition now beginning in universities.

Institutions rarely begin by inventing governance frameworks from scratch. Instead they adapt models that emerge when technology begins influencing consequential decisions. Different industries have already developed distinct approaches to governing automated reasoning systems.

Each sector governs AI according to the consequences of failure. Aviation treats automated systems as life-critical infrastructure. Financial institutions treat algorithms as sources of regulatory and financial risk. Law firms treat AI tools as potential threats to confidentiality and privilege.
Universities are only beginning to confront similar questions.
The Emerging Governance Challenge for Universities ▪
Higher education institutions historically governed data. Data governance frameworks defined stewardship roles, established policies for access and quality, and ensured that institutional information supported decision-making responsibly.
Generative AI changes the object of governance. Instead of managing static datasets, institutions must now consider how algorithmic systems participate in reasoning processes. AI tools can summarize policies, propose responses, evaluate scenarios, and generate analyses that influence administrative decisions. These capabilities blur the boundary between informational tools and decision infrastructure.
From a governance perspective, several questions quickly emerge:
- Should AI prompts used in administrative processes be treated as institutional records?
- When AI assists with investigations or HR decisions, what documentation should be retained?
- How should institutions evaluate risk when AI systems influence sensitive decisions involving students or employees?
- Which governance bodies—IT, legal, compliance, or data governance—should oversee institutional AI use?
These questions do not fit neatly into existing structures. AI governance sits at the intersection of technology oversight, legal risk, and institutional decision integrity.
Universities once created data governance frameworks to manage institutional information responsibly. A similar transition may now be underway. As generative AI becomes embedded in everyday administrative processes, institutions will increasingly need governance models that address not only data, but the technologies that help shape institutional reasoning.
In practical terms, this means that AI governance is no longer a technical question. It is becoming an institutional function.
